Akufo-Addo wasted our time, resources with ‘useless’ ministries – Kwakye Ofosu

To him, the huge government of the president drained the country’s resources

A former Deputy Communications Minister, Felix Kwakye Ofosu says the huge government of the President during his first term had an adverse impact on the public purse, without a corresponding output.

He said most of the new ministries created by President Nana Addo Dankwa Akufo-Addo in his first time of presidency was a complete waste of time and of state’s resources because it had an estranged relationship with the reality on the ground.

Mr Kwakye Ofosu indicated that the governing New Patriotic Party created ministries that were of no use to the country but went ahead to create such ministries for purposes of job creation for party loyalists.

Former Minister of State for Procurement, Sarah Adwoa Safo, says she has no knowledge of the procurement processes adopted prior to contracting the firm conducting COVID-19 test at the Kotoka International Airport.

Appearing before the Appointments Committee of Parliament during her vetting on Wednesday, February 17, the Dome Kwabenya Member of Parliament said she hasn’t seen the contract for the deal.

“I want to state on record that the Public Procurement Act of 2003 was not changed during my tenure as Minister of State for Public Procurement so the supervisory minister which is clearly stated in the law is the Minister for Finance,” she told the 26-panel Appointment Committee

Adwoa Safo joined three previous minister-nominees who have not been able to give clarity on the controversial contract granted Frontiers Healthcare Solution Services Limited.

Speaking on socio-political television program Good Morning Ghana on Metro TV, Felix Kwakye Ofosu said the former Minister of State for Procurement admission that she was not privy to the procurement processes of the company administering the antigen at the airport vindicates the opposition National Democratic Congress that most of the newly created ministries of president Akufo-Addo during his first tenure were of no need.

“What transpired yesterday vindicates the position we, in the NDC, have taken, that many of the institutions, agencies and ministries that President Akufo-Addo created, were based on mere propaganda and a desire to present a facade of some performance when indeed absolutely nothing happened because one of the things we were told as a justification of setting up Adwoa Safo’s ministry was that, there were so many wrong with our procurement system that her ministry was going to do provide some exceptional focus to ensure that we straighten the problems with our procurement system,” he told Annie Efua Ampofo, show host, on Thursday, February 18 2021.

Indeed, Mr Kwakye Ofosu noted that if Adwoa Safo holds herself as the President’s Chief Procurement Adviser she should have had a fair idea of things relating to government’s procurements and not the other way round.

He also added that the president abused the mandate given him to do things that were not beneficial to the people of Ghana, stressing it was clear from the onset Ghana as a country did not need a procurement minister and nothing useful has come out of the ministry since its inception.

According to Felix Kwakye Ofosu, the Public Procurement Authority was an established institution with sufficient capacity to deal with matters of procurement noting if there were problems with procurement government didn’t need to create a new ministry to address it. Instead, they need to streamline the processes and systems.
