Parliamentary Service Board: Aseidu Nketia is competent and can deliver – Adjei Darko

Governance Expert, Kwadwo Adjei Darko says Mr. Johnson Aseidu Nketia who has been appointed to serve on the Parliamentary Service Board (PSB) is competent and capable of doing the job.

According to him, the General Secretary of the opposition National Democratic Congress (NDC) has the expertise to help in the efficient running of the board.

“I have known Aseidu Nketia as far back as the Consolidative Assembly. In fact, we gave him the ‘Mosquito’ moniker. When one moves a motion and we’re debating on it, on the floor of Parliament, he’ll say ‘I throw my whole weight behind it, I support the motion’. Looking at his stature we said it is a mosquito weight, then eventually it became his name. I really know Aseidu Nketia he has been a personal friend when our paths cross we have a chit-chat,” he told Kwaku Owusu Adjei on Original 91.9FM Tuesday.

Speaking on the Adwenekasa show, the former legislator noted that the Parliamentary Service Board has

“If you join an institution you don’t define its modus operandi. The board or institution you’ve been appointed has its own regulations and how it is being run. Your duty is to contribute towards whatever deliberations on board so far as the board is concerned. The board can’t operate outside its mandate, so, if you access someone you establish rather he’s efficient and has the capacity to do that work.

“I see Aseidu Nketia has that capacity to do the work,” the Governance Expert added.

Parliamentary Service Board

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin Monday appointed Mr. Johnson Asiedu Nketia and five other persons to serve on the Parliamentary Service Board (PSB).

Other members of the board are the Minister of Parliamentary Affairs and Leader of Government Business in Parliament, Mr. Osei Kyei-Mensah-Bonsu, the Minority Leader, Mr. Haruna Iddrisu, and Mr. Abraham Osei Aidoo, who is a former New Patriotic Party (NPP) Member of Parliament and former Majority Leader.

The Parliamentary Service Board is chaired by the Speaker of Parliament, Mr. Bagbin.

Also on the board is the Clerk of Parliament, Mr. Cyril Nsiah.

The appointment of the six-member board followed a recommendation by the Advisory Committee of Parliament to the Speaker.

Speaker and Majority leader clash

Speaker of Parliament, Alban Bagbin, and Majority Leader, Osei Kyei-Mensah Bonsu faced off in Parliament over the appointment of Johnson Asiedu Nketia onto the Parliamentary Service Board.

Clothed with the powers to appoint some persons onto the board, Bagbin insisted that Mr. Nketia’s appointment will not be an intrusion into the affairs of Parliament.

“But I want to note that the former Parliamentary Service Board had Honourable Hackman Owusu-Agyeman as a member of the board and Hackman Owusu Agyeman later became the Chairman of the Council of Elders of the New Patriotic Party (NPP).”

“That one was not [an] intrusion into the governance of Parliament by a political party. What is good for the gander is also good for the goose. Honourable members the board will be constituted and we will start our work,” he said.

Although disagreeing with the ruling, the Majority leader noted that he’ll not challenge Bagbin.

“The reason is if I should challenge every ruling, and maybe there is a debate on it and Mr. Speaker’s ruling is brought down, I have succeeded in doing it, inflicting a mortal wound on the chair and that will bring the repute of this House down.

“I will never do that because it is for us to protect the Speakership and I will ever do that. So, I refuse any bait to challenge the ruling of the Speaker,” he said.
